Beluga Billy is a character in Epic Mickey.
Beluga Billy giving Mickey the Watch Sketch and referencing one of Spector's favorite video game franchises outside his own.
He appears in Tortooga, where he has lost his sword.
A pirate imprisoned in Tortooga knows where the sword is. After getting it back Beluga Billy will then give you the first Watch Sketch.
