Open the Skull Gate is a Quest given by Gremlin Gus after Mickey returns from the Jungle.

After Mickey returns to Tortooga, he will have to head to the top of the town to open a gate leading to Pirate Voyage.
Depending on if Mickey does Hostiles in the Jungle or not, than navigating Tortooga will be different. If he did not do it, than he will have to navigate the the Beetleworx and Blotlings before talking to Beluga Billy, who is hiding from the horde but will begrudgingly open the gate. If Mickey actually did do it, than the place will be free of them, and the once imprisoned pirates are roaming around the area. Here he has to talk to Gentleman Starkey so he can open the gate that gives access to The Castaway Projector Screen directed to Pirate Voyage.
