Penelope is an anthropomorphic Cow who lives in Mean Street. She judges Mickey depending of the path he takes during the game.
She’s the opposite of Rufus McBark, as Penelope will try to nudge Mickey towards the Thinner Path.

Mickey can interacts with Penelope as early as his first visit in Mean Street. At first, Penelope is excited to finally meet Mickey. However her opinion will change if Mickey takes the Paint Path, as she will be disappointed in him not using Thinner.
After the Battle of Mean Street, Penelope will be missing from Mean Street. It’s unknown if she fled to another location or was turned into a Blot Spirit.
