Gremlin Flynn will state the first time you meet him, that the Arcade machines in the Penny Arcade are broken. He will then ask the player for three sets of pins, with each set having one pin obtainable from beating the three main bosses of the game, the Blotworx Dragon, Prescott's Mech. and The Mad Doctor. The other pin of the set is obtainable from the pin shop located on Mean Street North.
