Porter is a Mean Street resident and friend of Rufus McBark. After you defeat Captain Hook and/or free the Sprite, he will arrive in Mean Steet, saying that he is new and Rufus is showing him around. After you defeat the Mad Doctor, he no longer appears and presumably becomes a Lost Character.
