Tiestow's Door is a scrapped quest that was originally going to be in Epic Mickey. It is mentioned in the Epic Mickey Official Game Guide, along with a couple of other early quests that did not make the cut.

Presumably, Mickey would have gotten this quest right as he entered Slalom. He can either paint two toon gears in a nearby mechanism to open the door or he could smash the inert breakable gear to get it open.
Description[]
Gremlin Tiestow wants to get the door open. Repair the door by painting the gears. Or take the direct approach and use your spin move to break it.
